Abbott headed for 'policy cul-de-sac'

WAYNE Swan has told his caucus colleagues July 1 will be a "game-changer" for the lagging fortunes of the federal Labor government.

The Treasurer, who is acting Prime Minister while Julia Gillard attends the G20 meeting in Mexico, predicted Opposition Leader Tony Abbott would find himself in a "policy cul-de-sac" when his "relentless negativity" about the carbon tax proved to be exaggerated.

He said the coalition would face credibility problems when the sky did not "fall in" on July 1.

Mr Swan also highlighted the substantial combination of household payments already delivered to millions of Australians since the Federal Budget.

Those payments - including increased family, pension and jobseeker payments - were "useful and effective" for Labor MPs to discuss with constituents, particularly those worried about the potential impacts of the carbon tax.

Community Services Minister Jenny Macklin reminded caucus Schoolkids Bonus payments would begin appearing in families' bank accounts from Wednesday and continue until the end of the month.

About 1.3 million families will receive the payments, which is replacing the Education Tax Refund.

Families receiving Family Tax Benefit Part A on a fortnightly basis will receive $409 for each child in primary school and $818 for each high school student.
