Resort plan gets 'tick'

EXTENSIVE upgrades to Bestbrook Mountain Resort, east of Warwick, gained a tick of approval from Southern Downs Regional councillors, provided the owners comply with the 200 conditions put in place by the council and state government.

The planned upgrades include additional units, 80 more camping sites, a wedding chapel, horse riding, mountain bike riding, quad bike riding, tennis, ropes course and a cover over the existing horse arena and yards.

Markets and a total of six music festivals a year were also proposed.

Most conditions put in place by the council were in response to concerns raised by the neighbours of the resort.

There main concerns involved the impact of the quad bikes, noise levels and traffic impacts.

Under the conditions, a maximum of 10 motorbikes or quad bikes can be used at once.

They cannot be ridden on the southern side of the property or within 50m of the eastern and western boundaries.

Owner Ray Vincent clashed with the council several years ago after allegedly running a second-hand car dealership from the property.

Reporting officer Angela O'Mara said non-compliance was a serious concern.

"But past performance cannot be used as grounds to a refuse the applicant," she said.

"It complies with the planning scheme but, given the previous history of the site with regards to music festivals, it is considered appropriate that one festival only be permitted per calendar year," the Planning and Environment Committee director said.

Councillor Neil Meiklejohn said there should be a way to accommodate good behaviour.

"Is there a way to review it (the application) if they are doing the right things," Cr Meiklejohn asked.

"There is the potential for them to do the right thing in a couple of weeks."

After a discussion, councillors decided if the applicants wanted to host more than one festival, they would have to apply each time through council.

Mr Vincent lost a court action against him taken by the council in 2010 regarding a vehicle and machinery sales display at Bestbrook.
