Cr claims budget ‘rushed’ by Mayor

THE date of the Southern Downs Regional Council budget - due to be handed down on Thursday - has come under scrutiny from councillors.

Cr Jamie Mackenzie has accused the Mayor of "rushing through the budget", alleging councillors have not been given enough time to peruse the final budget paperwork, as outlined in the Local Government Act.

Under the Local Government Act, the Mayor is required to give every councillor a final copy of the budget at least two weeks before the council considers adopting the budget.

With final budget papers not expected to be handed to councillors until June 30, Cr Mackenzie expressed concerns councillors would only have two working days to read hundred of pages.

Cr Mackenzie has demanded the Mayor demonstrate how this would comply with the provisions of the Local Government Act.

"If legislation correctly and clearly gives councillors 14 days to read these important legal documents before adoption at a statutory meeting, how can the Mayor, Cr Blundell, break the laws of Queensland?"

"Is this not official misconduct? How can we expect citizens to obey local government legislation if the mayor abuses it?"

Mayor Cr Peter Blundell has refuted Cr Mackenzie's claims, which were first raised in a meeting of the council on Wednesday.

"We have sought advice from the department who have very clearly stated that we have correctly followed the budget implementation process," he said.

"As far as budget information for councillors is concerned, draft budgets have been discussed and made available in a number of special meetings and briefing sessions over the part four or four months.

"The budget papers that contain information provided over the past two and three months will be made available to councillors on June 30."

Despite the Mayor's claims, Cr Mackenzie reiterated that all councillors had seen were drafts and not the final documents.

"We have not been given all documents and only drafts of some," he said.

"To me, it is akin to entering into a 14-day house sales contract and agreeing on the price and terms on the second last day."

Cr Blundell hit back at Cr Mackenzie and expressed his frustration with councillors' involvement in the budget process.

"What has been very concerning is some councillors have chosen not to attend all the meetings and now question if they're being given enough time to consider the budget," he said.

"My approach as mayor to the budget process is that all councillors have been involved in budget decisions - we've been having budget discussions for the past nine months."

Cr Mackenzie is calling for the budget adoption meeting to be delayed so it complies with the Act.

"Council's dire financial state is no excuse to rush through the budget," he said.

"In fact, it is a good reason to work through this properly - if the staff are worried about cash flows, then the mayor needed to have the final budget documents completed weeks ago."

Despite the claims made by Cr Mackenzie, the budget adoption meeting will still go ahead as planned.

"There is no plan to change the date," Cr Blundell said.

"The information contained in the budget papers on June 30 will still be considered at a meeting on Thursday, July 2."
