Horse meat scandal matter of 'incompetence' or conspiracy?

CHEAP trading with overseas food companies has had disastrous consequences for some UK supermarkets where "beef" products have been found to contain up to 100% horse meat.

Major retailers are considering taking legal action against German companies which allegedly mass produced lasagnes and other meat based foods using horse meat.

Several products have been recalled and some chains including Aldo and Tesco have offered compensation to those who have eaten contaminated meat.

British Environment Secretary Owen Paterson told reporters on Sunday it was possible further testing of other foods could produce more ghastly results.

He said it was still not clear whether the scandal was a "question of gross incompetence" on an international, criminal conspiracy.
